Yoda seems to be aware of the ups and downs from Anakin, but seems that Obi-Wan don't have this connection, seems that Yoda still is aware of the first time he saw him and get reluctant to teach him.

Yoda has had nearly 850 years to become more attuned to the Force. Even QuiGon said ObiWan had more to learn of the Force. Perhaps he hasn't learned as much in this area as maybe he should have.
