If you read the book it tells you....she was out pickin shrooms and got nabbed. There had been heavy TR activity in the area at the time.

But the question remains: why did they keep her? Or keep her that long? Why not kill her? What was their purpose for taking her and not just killing her?

Although Kevbo's Monty Python & The Holy Grail reference is appreciated in this corner, the scenes of Shmi's torture in the novelization illustrates Cliegg Lars' assessment of the Raiders (the men, at least) as 'animals', in the negative, non-rational sense of the word. The Tusken Raiders were surprised by Shmi. She was unlike the other captured farmers: as long as she had hope that she would see Anakin again, she resisted dying. The tortured her to learn the strength of her resolve.
Also, I don't think Palpy had a hand in this. Although it does serve his purpose of turning Anakin to the Dark Side.
