Just watched AOTC again and this time paid more attention to what Jango Fett says to Obi Wan when he asks if he was recruited by Sifo Diyas Jango's reply is 'Never heard of him ! I was recruited for this job by a man called Tyranus on one of the moons of Bogden' According to the blurb that goes with this film Darth Tyranus is no other than Count Dokku. A man whom split from the Jedi order about ten years previously. Mystery solved

Everyone knows that Darth Tyranus and Count Dooku are the same person. That was never in question. It's as obvious as anything. Sifo-Diyas is NOT Count Dooku. It's simple. He was a Jedi that died after placing the order for a Clone Army. Simple as that.

Except that Sifo-Dyas died some ten years earlier, and Dooku/Tyranus is still quite alive. We might think the Jedi council, having met both in person, would tell the two of them apart.

Because Sidious as Palpatine has control of the republic and so control of the army. The whole separatist movement was part of one big plot gain emergency powers and so absolute control over the senate. Part of these powers are the control of the army that conveniently had been ordered ten years previously. It's all a huge intricate plot that Palpatine thought up with the help of the (dark side of the) force. The end result being the empire.
