Well, according to one theory, Palpatine used his knowledge of the force to create Anakin inside Shmi Skywalker. (I know, it's unlikely, and I am not in support of this theory.) I don't have all the details, but they were all accounted for wherever I read it. Either way, the Force-conceived Anakin would therefore potentially be the most powerful user of the Force in the history of history, because he was conceived specifically to have the highest midichlorian count ever. Hidden away on a relatively unregarded planet, he was allowed to form the attachments usually forbidden for a Jedi, hence his easy turn to the dark side.
Okay, it's just a theory. I'm not saying it's what really happened, but the web site from where I received this information had a funny line a the end, something about Palpatine being the 'happy pappy'.
