I think it will be a pure chance happening.

Mommy is giving birth at some obscure location on Tatoonie and she has some people with her. She gives birth to the 1st baby (Leia). Leia is handed to Smits to go get it cleaned up. Just then an explosion takes place and cuts Mommy, 2nd baby(Luke) and other people off from Baby Leia & Smits. Baby Luke is given to Owen and then more explosions. In come Anakin to see Owen escaping with Baby Luke. Everyone gets killed except for the escaping Owen with Luke and Smits with Leia.

Vader doesn't go after Owen & Luke because he can just keep track of him from far away for now. He never knew about Leia.

It's all dumb luck and not some big Jedi plan or anything like that.

I'd like to see them born as siamese twins, and have Obi-Wan separate them with his lightsaber
