Trust me, it is. It has some major faults but still much better. In my opinion.
Clones, didn't have Liam, didn't have the superbly choreographed Lightsaber duels like in Menace, didn't have a speedy heart-pounding action scene ( Pod-Race ). Well the action in Clones scenes were good and fun. Hayden screwed up some lines BIG TIME! He was good and Anakin was powerful but why didn't Lucas say, CUT! Sorry Hayden, we got to do it again.
Watto was in Menace a lot more which was great.

Better, yes. Much - well, that's debatable.
Nope, Liam brought screen presence and dignity.
Nope. The sabredueling in AOTC was lame...
Nope. The battle scene and chase through the asteroid field and through Coruscant were vivid and wild, but didn't seem to have the sheer spectacle of the pod race.
Who knows, but he sure could have used some extra takes...
I too enjoyed Watto, he was a flawed, believable character - if you can get by him flying with those tiny wings...
