I just finished reading R.A. Salvatori's novelization of the Episode II screenplay and must say that it answers many of the common questions we keep reading here in AFSW. So many so that I've come to the conclusions that (a.) it should be mandatory reading and (b.) George Lucas should be beaten with an Ewok for trimming out so many important scenes.

Sure, I'll go right out and spend $26 for a second-rate sci-fi novel that explains to me what wasn't properly explained in a movie that I just spent $10 to go see. Let's all do our part to help Lucas make those ranch payments...

You assume these scenes were filmed. Some might have been, but the authors of movie novelizations are given leeway as to adding some backstory and narration that was not in the script or filmed. The book is written after the movie is edited and the author gets the script and a rough cut of the movie.
