On an arid, sand planet you would not bury people because they would be covered or uncovered by blowing sands. In those environments people are usually burned to ash, with the wealthy being entombed.
Besides, nothing suggests that Anakin's mother used Skywalker as a last name. Skywalker could just be a common last name that Anakin adopted from the spaceport, or that Waddo gave him (he was owned you know).

Actually, Anakin does ask Watto about 'Shmi Skywalker' when he first arrives on Tattoine.

What makes you think he didn't? Luke knew of his father, just not the truth, so there is no reason to believe he didn't know something of his grandmother too. There was just no place in ANH where the gravestone could possibly have been mentioned.
